Applications Now Open for Civic Engagement Program Starting August 28
The City of Monterey is launching its first-ever First City Academy, a new civic engagement program designed to give residents a behind-the-scenes look at local government. Open to residents age 16 and older, the academy runs from August 28 through October 23, 2025, with weekly Thursday evening sessions from 6:00 to 8:30 p.m.
This eight-week program offers participants a unique opportunity to explore how Monterey’s city government operates, learn about various departments and services, and discover ways to get involved in shaping the community’s future.
“First City Academy will be a great addition in our effort to expand community engagement,” said City Manager Hans Uslar. “We want to reach residents who are currently less engaged with city hall, who would enjoy learning more about city programs and services and how they can participate in making our community a great place to live.”
Program Overview
Participants will engage directly with city leaders, tour key facilities, and gain insight into the services that keep Monterey running smoothly. The schedule includes:
- August 28: City Governance, City Manager, City Attorney, City Council
- September 4: History of Monterey + Field Trip to City Facilities, Neighborhoods, and Parks
- September 11: Finance, Budgeting, Human Resources, and Technology
- September 18: Community Development (Land Use, Zoning, Sustainability, and more)
- September 25: Public Works (Streets, Sewer, Harbor, Parking)
- October 2: Community Services (Parks, Library, Recreation, Museums)
- October 9: Fire and Emergency Management
- October 16: Police Services
- October 23: Graduation and Discussion of Economic Pillars and Civic Engagement
